Two things based on what I've experienced: Copyright (I can't just upload something that isn't mine without permission, such as musics, videos, pictures, etc.) and Motivation (I upload some animation but they get easily blamed due to low effort).
I returned on Newgrounds so I can try NOT to get my stuff blammed before. My username was different, but I rather not share it.
I'm a guy who makes web cartoons and some art, maximum level of "T" rated.

Strict in terms of what? NG might blam submissions that get somewhere around 1 star after judgement, but that should be motivating to keep improving, I should hope
